美国金融家和总统顾问。曾在华尔街证券交易所工作，在证券投机中积累了一笔财富。第一次世界大战中威尔逊总统指派他担任军事工业委员会主席。1919年在凡尔赛和会上，任经济委员会委员和威尔逊总统在签订条约方面的私人顾问。第二次世界大战期间作为战时经济动员专家，担任罗斯福总统的非官方顾问。战后在制订联合国国际管制原子能政策方面起了推动作用。
